Label icons are at least 1.3x the text beside them

Every verdict emblem and label glyph that sits next to its words is taller than those words, by at least 30%, and never so small it cannot be read on a phone. Below is the rule shown with the real To Keep, To Monitor and To Suppress emblems (the canonical files, not redrawn).

The rule, as it would go into the brand system

Size next to text: an icon is at least 1.3x the font size of the label beside it, never smaller than 24px rendered, and scaled up further for assets shown small on a phone (28px minimum on a 1128 x 191 banner). Applies to icons paired with a label, not decorative ones. When in doubt, go bigger.

2 · The floor

28px at native size, because a phone shrinks it

A company banner is 1128 px wide but a phone shows it at about a third of that. The same banner, before and after round 3, at real phone width:

Don't Before. 19px words, 24px emblems. The icons are specks.

Do After. 22px words, 29px emblems. Still small, but you can tell the three apart.

At profile-thumbnail size

Small tiles, like a post preview or a profile thumbnail. Short label text, so the floor wins over the ratio.

Dark grounds: plain emblem, or a thin white outline?

You mentioned a dark-mode emblem with a fine white line around it. It is not in the brand system or in the verdict files, so it has not been used anywhere. Here are both on the two brand darks (--deep #134e4a, the banner ground, and --ink-900 #013b3b).

What a yes changes

One bullet added to the "Icon system" section of the canonical brand system and the matching line in 01-library/voice/rme-brand-system.md. The drawings, colours and the "verdict wears the circle, labels are bare glyphs" rule stay as they are. If you pick B, the outlined variant becomes a new approved asset for dark grounds only.
